Oprhan Works article - request!

I've got this monster about finished, but I'm concerned it's a touch too technical and wordy. Does anyone feel like giving it a beta run through - let me know if it's confusing anywhere or gets too legalese-y? Maybe make sure it touches on things about the bill that concerned you specifically?
